A. Amy Beascoechea - The Healthy Start Coalition of Hardee, Highlands & Polk Counties, Inc. - Proclamation Declaring August as Breastfeeding Awareness Month
- Motion to approve the Proclamation declaring the month of August 2024 as Breastfeeding Awareness Month.
7. CONSENT AGENDA
- Motion to approve the Consent Agenda as presented.
A. - Motion to approve the submission and acceptance of the FY 24/25 Emergency Management Preparedness and Assistance Grant in the amount of $105,806 for the administration of county emergency management programs, authorizing the County Manager or Chair to sign any necessary documents in furtherance thereof and to expend funds as provided for in the grant application and agreement.
B. - Motion to approve the Access, Use, and Indemnity Agreement Between Mosaic Fertilizer, LLC and Hardee County Board of County Commissioners for the purpose of temporary debris storage areas in case of an emergency, in substantially the attached form, subject to approval by the County Attorney and authorization for the County Manager to sign any necessary documents in furtherance thereof.
C. - Motion to approve the submission and acceptance of the Edward Byrne Memorial Justice Assistance Grant - Countywide (JAGC) in the amount of $49,412, authorizing the County Manager or Chair to sign any necessary documents in furtherance thereof and to expend funds as provided for in the grant application and agreement.
D. - Motion to approve the submission and acceptance of the Florida Department of Law Enforcement (FDLE) Law Enforcement Salary Assistance (LESA) Grant in the amount of $361,259; authorizing the County Manager or Chair to sign any necessary documents in furtherance thereof and to expend funds as provided for in the grant application and agreement.
E. - Motion to approve Resolution 2024-70, A Resolution of the Board of County Commissioners of Hardee County, approving the submission of phase 7 wastewater and potable water service improvement grant application to the Florida Department of Environmental Protection (FDEP) for a water quality improvement state funding program; approving and authorizing the County Manager to execute all necessary documents and authorizing acceptance and expenditure of funds in furtherance thereof; providing for authorization; and providing for an effective date.
F. - Motion to approve Resolution 2024-71, A Resolution of the Board of County Commissioners of Hardee County, approving the submission of phase 8 wastewater and potable water service improvements grant application to the Florida Department of Environmental Protection (FDEP) for a water quality improvement state funding program; approving and authorizing the County Manager to execute all necessary documents and authorizing acceptance and expenditure of funds in furtherance thereof; providing for authorization; and providing for an effective date.
G. - Motion to approve Resolution 2024-72, A Resolution of the Board of County Commissioners of Hardee County, approving the submission of the Pioneer Park water and sewer improvement grant application to the Florida Department of Environmental Protection (FDEP) for a water quality improvement state funding program; approving and authorizing the County Manager to execute all necessary documents and authorizing acceptance and expenditure of funds in furtherance thereof; providing for authorization; and providing for an effective date.
H. - Motion to approve the agreement between the County and the State Court System of Florida, Office of the State Courts Administrator, for the Courthouse Annex 1 Renovations Agreement in the amount of $850,000, in substantially the attached form, subject to approval by the County Attorney and authorization for the Chair or County Manager to sign any necessary documents in furtherance thereof.
I. - Motion to approve the transfer of $50,000 from contingency funds to the solid waste department as presented.
J. - Motion to approve the fixed asset disposal as presented.
K. - Motion to approve the fiscal year 2024/25 budget update as presented.
L. - Motion to approve updated Safe Streets For All (SSFA) Grant Application to include the City of Bowling Green and the Town of Zolfo Springs, authorizing matching funds in an amount not to exceed $100,000; authorizing the County Manager or Chair to sign any necessary documents in furtherance thereof and to expend funds as provided for in the grant application and agreement.
M. - Motion to approve the Service Agreement between the County and Acentria Public Risk for the agent of record in substantially the attached form, subject to approval by the County Attorney and authorization for the County Manager to sign any necessary documents in furtherance thereof.
N. - Motion to approve the final reconciliation of Change Order 3 for the Hardee County Jail HVAC replacement project and return the unused funds in the amount of $474,506.87 to the general fund; authorizing the County Manager to sign any necessary documents in furtherance thereof.
O. - Motion to approve the Torrey Preserve Extension Project Change Order 1; authorizing the County Manager to sign any necessary documents in furtherance thereof.
P. - Motion to approve Addendum 2 to CMAR for Wauchula Hills Water Treatment Plant; authorizing the County Manager to sign any necessary documents in furtherance thereof.

- Motion to approve Ordinance 2024-05, An Ordinance of the Board of County Commissioners of Hardee County, Florida, regarding land development, amending the Hardee County zoning map within the unincorporated area; providing for a rezoning of approximately 1.7 +/- acres from agriculture (A-1) to farm residential (F-R) in the rural center future land use category; providing for a legal description; providing for severability; and providing for an effective date.

- Motion to approve Ordinance 2024-04, An Ordinance of the Board of County Commissioners of Hardee County, Florida, regarding land development, amending the Hardee County zoning map within the unincorporated area; providing for a rezoning of approximately 15.6 +/- acres from commercial/industrial business center (C/IBC) to farm residential (F-R) in the highway mixed use future land use category; providing for a legal description; providing for severability, and providing for an effective date.
B. Evelyn Guffey - Utilities Operations Manager - Ordinance 2024-06 - Utility Ordinance First Public Hearing
- Motion to approve First Public Hearing of Ordinance 2024-06, An Ordinance of the Board of County Commissioners of Hardee County, Florida, repealing and replacing an ordinance in conflict therewith and creating Chapter 14 of The Hardee County Code of Ordinances "Water and Sewers" to update the water and wastewater utility regulations and provide for the imposition of penalties and administrative fines, civil citation and hearing procedures and lien imposition and release guidelines; providing for repeal, conflicts, severability, codification and for an effective date.

F. Lorie Ayers - General Services Director - Hardee County Sheriff's Office Complex Grant Award
- Motion to approve the submission and acceptance of the Florida Department of Law Enforcement grant for the Hardee County Sheriff's Office Critical Facility Administration Building in the amount of $5,810,749; authorizing the County Manager or Chair to sign any necessary documents in furtherance thereof and to expend funds as provided for in the grant application and agreement.
G. Lorie Ayers - General Services Director - Updated Mosquito Control Grant
- Motion to approve the submission and acceptance of the Florida Department of Agriculture and Consumer Services Mosquito Control grant in the amount of $65,494.12, authorizing matching funds in an amount not to exceed $9,437.13; authorizing the County Manager or Chair to sign any necessary documents in furtherance thereof and to expend funds as provided for in the grant application and agreement.
H. Lorie Ayers - General Services Director - SHIP 2021/22 Annual Report and interim year 2022/23 Report
- Motion to approve the State Housing Initiatives Partnership (SHIP) Program Annual Report and Local Housing Incentives Certification for 2021/22 close-out and interim year 2022/23.
I. Lorie Ayers - General Services Director - Grant Agreement with Drug Free Hardee, Inc. for Florida Opioid Allocation Funding.
- Motion to approve the grant agreement between the County and Drug Free Hardee, Inc. for Florida Opioid Allocation Funding in substantially the attached form, subject to approval by the County Attorney and authorization for the County Manager to sign any necessary documents in furtherance thereof.
J. Bobby Keene - Capital Projects Manager - Right of Way Easement for Peace River Electric Cooperative (PRECO) for Electrical Service at Hardee County Animal Control.
- Motion to approve Resolution 2024-77, A Resolution of the Board of County Commissioners of Hardee County, Florida, hereby grant unto Peace River Electric Cooperative, Inc. and to its successors or assigns, the perpetual right to enter upon lands over, across and/or under a strip of land 30 feet wide lining 15 feet on either side of the power line as constructed at 685 Airport Road to extent said land is owned by Hardee County BoCC; and authorizing the County Manager to execute and grant right-of-way easement for the sum of $1.00 and other good and valuable considerations; providing for authorization; and providing for an effective date.
